The Panhandle Area Educational Consortium’s (PAEC) Florida Buy Cooperative
State Purchasing Program partners with the Association of Educational
Purchasing Agencies (AEPA) to leverage the purchasing power of schools in
more than half the country. Such purchasing power delivers amazing pricing
on everything from office supplies, athletic turf, technology products, and
roofing. The Florida Buy Program offers nearly 60 different purchasing
contracts from a wide array of products and services.
The contracts are available to all Florida schools, municipalities,
county government, colleges and universities, and non-profit
organizations.

The Florida Buy Program offers a solution to Florida’s new 2016
education procurement law
requiring Florida Schools and the Florida College System to “
review the purchasing agreements and state term contracts available
under FS.287.056”
before making a purchase of non-instructional products and services. But
the new law also allows schools to
“
use the cooperative state purchasing programs managed through
regional educational consortium service organizations”
like the Florida Buy program, as a means to determine if their purchasing
agreements are to the “economic advantage” of schools or colleges.

To simplify the purchasing process even further, the consortium’s Florida
Buy Program has an e-commerce shopping platform (Marketplace Catalog) that
allows schools to simultaneously shop and compare prices on thousands of
catalog items in a secure, easy to use program. The “Amazon like”
marketplace accepts P-cards and purchase orders. The consortium staff can
set up an approval chain so that school administrators can have the final
say before an item is purchased.
